As I remember the NHC will wait one advisory before they change a track. I think they do so to ensure they do not overeact to one set of data input and the results seen. Just my thought. But no clue.

Is D-minimum. Recon sampling the atmosphere around Francine show no dry air around its center of circulation.

And I think it shows such with those really cold cloud tops building around half way of the center.
